This is the Non-Aggression Pact (NAP) agreement on server 951 as of January 14, 2024. This applies to all alliances on server 951.
All past transgressions are to be forgiven and proverbial hatchets buried. No further disputes regarding past incidents in our war zone will be tolerated. We move forward as a unified server, forming one large alliance with distinct neighborhoods.
New Simple 951 NAP Terms:
No hitting tagged bases: Bases with tags are off-limits.
No mud hits except for honor points: Mud hits are allowed only if they contribute to honor points.
No hitting trucks: Truck attacks are prohibited. (Turn the filter on!) Note: Abandoned bases and mutually agreed-upon mud hits between players are exempt.
Plundering 951 tasks: This is highly discouraged. Targeting or repeat offenses will constitute a NAP violation.
Defense Clause:
It is permitted to defend your base or the alliance's bases if attacked. However, this exception applies only to clear intentional attacks. Defensive actions in response to accidental or isolated incidents should be proportional and aimed at de-escalating the situation. Retaliatory attacks beyond what is necessary to defend your base will still be considered a NAP violation.
Consequences for NAP Violations
First Offense: A private 1-to-1 message will be sent to the offender and their R4/R5 to educate and address the issue.
Second Offense: A retaliatory "eye-for-an-eye" hit or a single base hit as a solution.
Third Offense: Removal from all top 9 alliances for 3 days.
Fourth Offense: Removal from all top 9 alliances 1 week. Subsequent violations will result in an additional week of backlisting, up to a maximum of 4 weeks.
Alliance leadership (R4/R5) members will be held to a high standard. Leadership violations will skip Step B and go directly to Step C.
Egregious Breaches: Any severe breach of the NAP will escalate directly to Third-Offense consequences. Offenders will also be warned that Fourth-Offense penalities will be followed for any subsequent violations within 30 days. An "egregious breach" is defined as the ashing of a single base or targeting multiple bases in one event but may include other unique scenarios as determined by the Coalition.
Conflict Resolution:
All offenses must be discussed between our R4/R5 and offender's R4/R5 to achieve a peaceful resolution.
Ratification and Amendments:
This NAP agreement will be ratified by the top 9 alliances (by power rating). Changes to the terms may only be made through a unanimous vote.
Consequences for Non-Enforcement by Alliances:
Failure of an alliance to enforce the agreed-upon consequences for their members or leadership will be considered an act of war against the entire server.
After discussing the violation with the coalition, the offending member (not the alliance as a whole) may be freely attacked by the entire server until their alliance takes appropriate action.
If the offending alliance fails to address the issue within 48 hours of receiving notice from the Coalition, the following penalties will apply:
Removal from all land.
Denial of access to the Capitol.
Denial of all server buffs until the situation is remedied.
Level 6 territories (Casino, Military Base, and Campus) are no-attack zones. All alliances (big and small) will not attack one another (bases, tiles, secret tasks) in this zone.
Violators will be warned directly one-to-one. Repeat offenders will be reported to R4 and R5 of both alliances and disciplinary actions will be taken.
Accidents can happen, as many alliances are in a tight, confined space, but no attack in Level Six Territories is a straightforward rule to remember and follow! If it's an accident, please immediately inform the victim and apologize to avoid further escalating the situation.
The mud zone is a neutral zone where attacks are permitted. Enter at your own risk! If you want to lose troops or earn kills, please use the mud zone as your primary area.
Updated: 1/5/2025 - On Enemy Buster, Day 1 of Weekly Versus and Alliance Assault Days, the mud zone will be included in the level six territory no-attack zone and will continue to be part of the NAP. We want alliances to focus on the enemy and the collection of RSS on Day 1 of Versus. This means the duration will be 72 hours between the Friday reset and the Monday reset.
951 Trucks and Trains are NOT ALLOWED to be looted by members of our server.
It is super simple to filter out our server trucks on the truck tab. Please speak with your R5, R4 and team members to turn it on.
Victims can attack their violators with screenshot evidence posted on 951 Discord's 951_reports channel or your alliance channel for your alliance to verify and support it.
Multiple-time offenders will be disciplined by their alliance and "kicked out" by all alliances.
Looting secret tasks is strongly discouraged for members of his server. Please loot secret tasks from your weekly VS competitor or Warzon Duel Enemy to earn points for our server.
It is hard to track or filter out secret tasks of NAP alliance members, so we encourage resolving this one-to-one, similar to Truck Looting. It is easy to know if you're looking on server 951 or another server. Please learn how to quickly find a secret task on another server from your alliance members.
The amount of loot obtained or lost is minimal. The President or R5s will not address this going forward unless someone is targeting you or your alliance members.
Please message the player taking the task first before notifying leadership. Most of the time, it is an accident, or they simply do not know how to find the other server. Please educate them, if possible, before any attack occurs.

Since every NAP alliance must be in Level six territories, we all need to follow the same protocol if one alliance wants to take territory from another.
A 24-hour notice is required for all territories before they are attacked.
A message to the current territory holder is required 24 hours in advance to allow them time to move their hive or defend it.

Please have your alliance R5 direct message the president or respond to the discord thread that your team has read this and will follow it.
You are in the MUD Zone.
You are in Level 1-5 territories and NOT on the NAP list.
Accidents will happen as it will be hard to track who is in NAP and who is NOT, and alliances keep changing their name... so stay in Level 6 territories to guarantee not being attacked.
